NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Contingent permanent qualifications:
Permanent status as an Addictions Program Specialist 1 (G-18) and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible lists for Addictions Program Specialist 1, G-18, OR Addictions Program Specialist Trainee OR eligible for transfer under Section 70.1 of the Civil Service Law OR to be considered for appointment as an Addictions Program Specialist 1 through NYS HELPS Program:
Trainee 1: A bachelor's degree or higher.
(Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2.)
Trainee 2: A bachelor's degree and one year of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of chemical dependency.
Grade 18: A bachelor's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
*A master's degree may substitute for one year of professional clinical or professional administrative experience.

Duties Description As an Addictions Program Specialist 1 (or Trainee), the incumbent will assist with incident management activities including but not limited to drafting of policies and procedures, conducting internal and external training on all phases of incident management and corrective action planning; review of confidential information including incident reports, complaints against OASAS credentialed addiction professionals or programs as it relates to incident management; and conducting investigations to determine the validity of information and complaints. Routine travel, including overnights, is required. Key tasks include, but are not limited to, the following:
• Assist in the development of training materials regarding Incident Management and Investigations,
• Assist in preparing and presenting Incident Management information to OASAS staff and OASAS certified and funded agencies,
• Research, collect, and analyze reports/data regarding Incident Management,
• Analyze investigative reports and summaries,
• Assist with the review of investigative reports and corrective action plans,
• Monitor and maintain Incident Management Mailboxes,
• Perform administrative duties, including supply ordering, completing monthly reports, and tracking complaints,
• Perform other duties as assigned.
This position requires excellent writing and grammatical skills, along with organizational skills and the ability to prioritize work assignments.
This position requires travel occasionally to areas not served by public transportation (approximately 20%)
Additional Comments Salary Range:
Trainee 1: $49,363 - $63,169*
Trainee 2: $52,198 - $66,634
Grade 18: $65,001 - $82,656
*Trainee 1 candidates will serve a two-year traineeship leading to an Addictions Program Specialist 1, SG-18.
The salary range listed in this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.
Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
